Description: Fellowships for long- or short-term
study abroad were granted to professionals at institutions—including
universities, nongovernmental organizations, and government agencies and ministries—actively
engaged in projects funded by WFFK, with the goal of contributing to the success
of those projects. To achieve the greatest impact, WKKF targeted grants toward
specific areas of community need such as health; food systems and rural development;
youth and education; higher education; and philanthropy and volunteerism.
Half of the 61 fellows administered by LASPAU studied in the United States,
and the other half studied in Latin America or Europe.

LASPAU began providing program management services
for the W.K. Kellogg Foundation's International Study Grants Program
for Latin America and the Caribbean in September 1999. Initiated
in 1941, the International Study Grants Program awards fellowships
to non-U.S. citizens to assist them in obtaining advanced degrees
or acquiring specialized knowledge that can be used to improve
the quality of life in their home countries.
The fellowships were granted to staff members of institutions
that had active projects funded by the Kellogg Foundation, including
universities, nongovernmental organizations, and government agencies
and ministries. The knowledge gained by the International Study
Grant recipient was expected to contribute directly to the success
of the Foundation's grant-making programs.
In the 28 Latin American and Caribbean countries where the Foundation
actively funded projects, the International Study Grants Program
provided long- or short-term support for individuals to experience
educational opportunities outside of their home countries. Half
of the grantees studied in the United States and the other half
in Latin America or Europe. LASPAU advised the fellows on immigration,
health insurance, and personal matters; monitored their academic
programs; and provided financial and reporting services to the
fellows and the Foundation.
The W.K. Kellogg Foundation was established in 1930 "to
help people help themselves through the practical application
of knowledge and resources to improve their quality of life and
that of future generations." To achieve the greatest impact,
the Foundation targets its grants toward specific areas, including
health; food systems and rural development; youth and education,
and higher education; and philanthropy and volunteerism. Within
these areas of interest, funding is provided for leadership, information
systems and technology, capitalizing on diversity, and social
and economic community development.
The International Study Grants Program expanded LASPAU's efforts
in the region while broadening the Kellogg Foundation's range
of services and network of individuals and institutions. When
the program was announced, Foundation Vice President for Programs
Dan E. Moore commented, "Our mutual goal is to enhance
the fellowship with more regular contact and to improve the
quality of the experience for the fellows. We look forward to
the collaboration in partnerships among LASPAU, the Foundation,
and the fellows."
The success of the effort led to additional collaborations between
LASPAU and the W.K. Kellogg Foundation, including the Leadership
Fellowship Program, the Leadership Strengthening Program, and
the Maestría de Desarrollo Comunitario Sustentable Program.
