To remain in good standing and to maintain the scholarship, grantees must agree to:

  1. Report to the place of study or research center by the start date of their award and fulfill all the requirements of the program for which they have been selected. Studies and research must be undertaken on a full-time basis. Scholarships are granted for a specific program of study at a specific institution. You may not change your institution or program of study unless permission has been granted by the OAS in advance.

  2. Maintain contact with their LASPAU program advisor, keeping them informed of their whereabouts and of changes to their contact information.

  3. Observe and obey the rules and regulations established by the university and other pertinent authorities of the host country and abide by them.

  4. Refrain from participating in political, business, or other activities unrelated to the objectives of the scholarship.

  5. Send progress reports on their activities at the end of each semester to LASPAU. An online report will be available. Grantees studying at universities must also send transcripts of grades at the end of each academic year.

  6. Present to LASPAU (and to the competent authority designated by the member State) a final report on the program no later than three months after the completion of studies. The final report should include a program evaluation and specific information on how the knowledge acquired will be used in the home country.

  7. Return to the sponsoring country upon completion of studies. If the program of study was carried out in the US, immigration regulations require the grantee to return to their country and reside there for a period of not less than two years.

  8. After completion of the program of study or training, must commit to cooperating with the OAS and LASPAU in assessing the impact of the program. To this end, scholarship recipients commit to reporting on current work or functions they are performing in the sponsoring country for a period of two years after the conclusion of the scholarship program.
The Secretary General of the OAS may terminate the scholarship at any time without prior notice.

Interruption of Scholarships

Grantees may apply to temporarily suspend and later resume their scholarship, but authorization must be obtained from the host university, LASPAU, and the Division of Human Development. Interruptions of more than 12 months will not be authorized. Temporary suspensions should fall between the end of one academic period and the beginning of the next. Exceptions to this rule will be made only in cases of proven emergency. Approval of any resumption will be subject to the Organization's availability of funds at the time that the scholarship is to be resumed.

Withdrawal from Program and Obligations for Repayment

If a grantee withdraws from his/her studies during the period of scholarship, without reason found to be justified in the opinion of the Secretary General of the OAS, the beneficiary will be obligated to reimburse any and all funds already disbursed. If the grantee has already been given the ticket for return travel to country of origin, the ticket is to be returned to the OAS and the costs of return transportation will be the exclusive responsibility of the student.

Reports

  1. The grantees must submit end-of-semester progress reports on their activities under their scholarships. This online report can be found here.

  2. Final Report. The grantees must submit a final report within three months after termination of their scholarship. Such reports are one of the means used by the OAS for purposes of evaluation of its scholarship program. Furthermore, such reports facilitate evaluation of not only the level of training achieved by the grantees in their respective disciplines but also the impact on and contribution to the economic, social, scientific, technological, educational, and cultural development of the member States.

Extension of Sojourn Away From Country of Origin

  • Beneficiaries who, upon termination of fellowship, wish to remain for a stipulated period of time away from country of origin, must first obtain appropriate authorization from the OAS and any sponsoring institution in the home country. Grantees are required to return to their country of origin within three (3) months of the date of termination of the fellowship.

  • For grantees studying in the US who wish to remain in the US, immigration law requires you to either return home, apply for academic training (see the Employment section) or transfer visa sponsorship (see the Immigration section) to another organization.

Duration of Scholarship

  1. Scholarships are awarded initially for a period of up to one academic year (up to 12 months). The scholarship may be extended for a period of time of up to one (1) additional academic year, or until the grantee completes the program for which the scholarship was awarded, whichever is first. In no case will the scholarship exceed 24 months.

  2. To be considered for an extension, students must:
    • maintain at least a "B" grade average or its equivalent;
    • document the need to complete the program of study for which the scholarship was awarded;
    • receive the approval and support of his/her professors and/or advisors;
    • be in a satisfactory state of health.
