Muni Figueres, a Costa Rican citizen, was the external
relations advisor for the Inter-American Development Bank
from July 1992 to 2002. From 1990 to 1992, she was chief
of the Bank’s Integration and Trade Development Division
in the Economic and Social Development Department. From
1988-1990, she served as special trade representative to
the United States for the president of Costa Rica. Between
1986 and 1988, she was Costa Rica’s first minister
for foreign trade, where her main responsibility was designing
a new foreign trade policy within the framework of her country’s
economic adjustment process. This included, among other
things, the establishment of administrative and technical
instruments for the execution of this policy. As minister,
she was chief of the Costa Rican delegation to the GATT
Punta del Este Ministerial meeting that launched the Uruguay
round of trade negotiations in 1987, and later, chief of
the Joint Private and Public Delegation to the Geneva negotiations
concerning the Costa Rican request for joining GATT. From
1984 to 1986, she was executive director of the Costa Rica
Export and Investment Promotion Center, where she designed
and implemented national investment and export promotion
programs. Prior to entering the public sector, she was manager
of Unión de Compañías S.A., an agribusiness
concern.
Figueres holds a master’s degree in political science
from the Universidad Nacional Autónoma de México,
a degree in French civilization from La Sorbonne in Paris,
France, and a bachelor of arts degree from City College
of New York. She is a member of several international organizations.
